Shopfitting in Queensland

Queensland splits the job in two: a private building certifier signs the building work, and council signs the use. Get both lined up early or your opening date slips.

Who regulates shopfitting in Queensland?

The licensing body for Queensland is Queensland Building and Construction Commission (QBCC).

Building work must be done by a QBCC-licensed contractor (or under an owner-builder permit). QBCC also licenses plumbing and drainage, and fire protection work has its own licensing.

Check before you sign: ask for the contractor’s licence or registration number, verify it on the Queensland Building and Construction Commission register, and have it written into the contract.

The approval pathway in Queensland

Development pathway — the order matters, because a permit issued before the use is approved is wasted money.

  • Material change of use: development approval from council under the Planning Act 2016 — required for office→café, retail→restaurant and similar.
  • Building work: building development approval (BA) from a private building certifier, then a Form 21 Final Inspection Certificate.
  • Fit-out inside existing approval: often only the building approval is needed.

Access & compliance

AS 1428.1 access is assessed through the building approval; Queensland also requires an accessible adult change facility in some new large retail developments.

Food, liquor, signage and fire

Food premises

A food business licence from your local council under the Food Act 2006 must be held before opening — council inspects the fit-out, so book the inspection early.

Liquor

Office of Liquor and Gaming Regulation (OLGR) — liquor licence plus a community impact statement for some applications.

Signage

Advertising devices need council approval unless covered by the planning scheme’s exemption criteria; illuminated signs also need building approval.

Fire safety

Fire safety: the certifier sets the fire safety management schedule; QBCC-licensed fire protection contractors must do the work and Queensland Fire Department can audit.

Plumbing & trade waste

Plumbing and drainage requires QBCC-licensed plumbing work; trade waste approval comes from the distributor-retailer (e.g. Urban Utilities, Unitywater) for grease traps.

Asbestos

Workplaces in buildings built before 2004 need an asbestos register; removal requires a licensed removalist and clearance certificate.

Local gotchas worth knowing

  • The Form 21 (final inspection certificate) is what unlocks your occupation — no Form 21, no legal trade.
  • Brisbane City Council has its own pre-lodgement service; use it for change-of-use projects.
  • QBCC has a dedicated Builder restricted to shopfitting licence class — ask for it when comparing quotes.

FAQs — Queensland

Do I need a DA and a building application in Queensland?
Usually yes, if the use changes: development approval from council plus building approval from a certifier. Like-for-like internal refits often only need the building approval.
What does a QBCC shopfitting licence cover?
It’s a restricted class for shop and commercial fit-out work — it doesn’t cover full commercial construction. Licensed builders and trade contractors may also be appropriate depending on the scope.
How long does council food licensing take?
Allow several weeks. Council must inspect the completed premises, so the inspection date should be in your programme from day one.
Guidance only. Approval requirements change. Confirm your specific project with a licensed building surveyor or certifier, your local council, and the relevant state regulator before committing to a lease or a build programme.
