Building certifier cost in NSW — what a commercial fit-out really pays
Private certifier fees for shop, office, café and clinic fit-outs: the typical market spread is $3,000–$9,000, with a $4,000–$6,000 median. Below: the numbers, CDC vs DA, what moves the fee — and an estimator that adds a certifier allowance to your fit-out budget.
What NSW certifiers charge for a commercial fit-out
Every private certifier sets its own schedule and quotes case by case — there is no published national rate card. The figures below are the market bands used by our fit-out cost engine, verified against the NSW approval pathways on this site.
| Band | Fee range | Midpoint |
|---|---|---|
| Low end | $2,000 – $3,000 | — |
| Typical market spread | $3,000 – $9,000 | $5,000 |
| Median job | $4,000 – $6,000 | $5,000 |
| High end | $9,000 – $10,000 | — |
| Hospitality & healthcare fit-outs | $3,500 – $10,000 | $6,000 |
| Education & leisure fit-outs | $3,000 – $9,500 | $5,500 |
| Warehouse / industrial office | $2,500 – $8,000 | $4,500 |
Where a budget figure is needed, the engine uses the midpoint of the sector band. Figures are ex GST and exclude council lodgement fees, design and project-management fees.
CDC vs DA — the pathway changes the cost, not just the timeline
| CDC (Complying Development Certificate) | DA (Development Application) | |
|---|---|---|
| Assessed by | Private certifier or council, against predetermined standards | Council (consent authority) |
| Time | Statutory determination period of 20 days once the application is complete (commercial fit-out CDC) | Longer statutory determination; varies by council and scheduling |
| Fees | Fixed fee schedule from the certifier | Consent authority lodgement fees scale with estimated project value — on top of the certifier |
| Fits when | Eligible low-impact commercial work that meets the complying development codes | Change of use, food premises, signage, parking or planning matters the codes can't absorb |
| Watch out | The 10-day fast track is low-rise residential (Pattern Book) only — not commercial | After approval you still need a Construction Certificate and an Occupation Certificate |
Both tracks end the same way: a Construction Certificate before work starts and an Occupation Certificate before you open — both issued by a registered private certifier or council. Certifier scope (CC, staged inspections, OC) is what the fee above buys.
What moves a certifier fee up or down
- Project value and complexity. Fees scale with the job being certified — a commercial kitchen with fire suppression certifies for more than the same floor area as an office.
- Number of inspections. Each staged inspection (slab, frame, wet areas, fire safety, final) is part of the schedule — extra visits or re-inspections add cost.
- Change of use vs like-for-like. A refit that keeps the approved use certifies for less than one that triggers new planning consent.
- Reports required. Fire safety schedule review, BCA/disability access assessment and other consultant reports are usually billed separately from the certifier's fee.
- Documentation quality. Complete, code-compliant drawings shorten assessment; incomplete applications attract re-review and delays.
- Speed and after-hours. Compressed timelines or out-of-hours inspections are commonly surcharged.
Estimate your certifier allowance in NSW
Pick the sector, size and starting condition — the estimate runs on the same server-side engine as our fit-out calculator, then adds the certifier allowance your sector's band implies.
Certifier allowance uses the per-sector midpoint band from the same model as the fit-out calculator (NSW, ex GST). Your actual certifier quote depends on project value, complexity and inspection count — always get 2–3 itemised quotes.
What the certifier fee doesn't cover
- Council lodgement and consent authority fees — apply only on the DA track and scale with estimated project value.
- Design and documentation — architect, interior designer and services consultants typically add about 4–8% of build cost.
- Project management and superintendent — typically 2–5% of build cost.
- Consultant reports — fire safety schedule review, BCA/disability access assessment, acoustic or food-premises reports where required.
- GST — figures on this page are ex GST.
The full fit-out calculator budgets these separately so the certifier line never gets lost inside the construction number.
How to keep the certifier at the low end of the band
- Check CDC eligibility first. If the fit-out meets the complying development codes, you skip council lodgement fees and shorten the timeline to the 20-day statutory period.
- Lodge a complete application. Full drawings, specifications and any required reports up front — re-review is where fees and delays compound.
- Bundle inspections realistically. Agree the inspection schedule before signing so re-inspections aren't a surprise line item.
Certifier cost NSW — common questions
How much does a private certifier cost for a commercial fit-out in NSW?
The typical market spread is about $3,000–$9,000, with $4,000–$6,000 the median. Hospitality and healthcare run $3,500–$10,000 (median $6,000); warehouse and industrial office conversions run $2,500–$8,000 (median $4,500). Every certifier sets its own schedule — there is no published rate card.
Is a CDC cheaper than a DA for a shop fit-out?
Usually faster and often cheaper. A CDC is assessed by a private certifier against predetermined standards with a fixed fee schedule, and commercial fit-out CDCs have a 20-statutory-day determination period once complete. A DA goes to council, adds consent authority fees that scale with project value, and takes longer. The 10-day fast track is low-rise residential only — not commercial.
What is the difference between a Construction Certificate and an Occupation Certificate?
A Construction Certificate confirms the detailed plans comply before construction starts. An Occupation Certificate authorises occupancy after the work is complete and final inspections are done. In NSW both are issued by a registered private certifier or council.
Does the certifier fee include council fees?
No. The certifier fee covers assessment, staged inspections and certification. DA lodgement and consent authority fees, developer contributions where they apply, and other council charges are separate — as are design fees (about 4–8% of build cost) and project management (2–5%).
Does the fee change with the size of the fit-out?
Fees track project value, complexity and inspection count rather than floor area alone — a 60 m² café with a commercial kitchen usually certifies for more than a 200 m² warehouse office. Size still matters indirectly through project value and inspection stages.
Planning the whole fit-out, not just the certifier?
Get a line-itemed construction estimate first, then compare certifier quotes against the allowance above. Both take about two minutes.
